In an interview, Postmaster General Patrick Donahoe said the mail agency will be forced to miss the $5.6 billion payment due to the Treasury on Sunday, its second default in as many months. Congress has left Washington until after the November elections, without approving a?postal?fix.

For more than a year, the?Postal?Service?has been seeking legislation that would allow it to eliminate Saturday mail delivery and reduce its $5 billion annual payment for future retiree health benefits. Since the House failed to act, the post office says it's been seeking to reassure anxious customers that?service?will not be disrupted, even with cash levels running perilously low.

"Absolutely, we would be profitable right now," Donahoe told The Associated Press, when asked whether congressional delays were to blame for much of the?postal?losses, expected to reach a record $15 billion this year.

He said the two missed payments totaling $11.1 billion for future retiree health benefits ? payments ordered by Congress in 2006 that no other government agency or business is required to make ? along with similar expenses make up the bulk of the annual loss. The remainder is nearly $3 billion in losses, he said, which would have been offset by savings if the?service?had been allowed to move to five-day mail delivery.

Donahoe said the post office will hit a low point in cash next month but avert immediate bankruptcy due to a series of retirement incentives, employee reductions and boosts in productivity among remaining staff that saved nearly $2 billion over the past year.

But the post office has few tools left to build its revenue, he said, without either having to pay upfront money it lacks or get approval from?postal?unions or Congress.

"We've done a lot to reduce cost out of our system," Donahoe said. "The problem now is this: There's nowhere to go."

Postal?unions also say Congress is mostly to blame for losses, but disagree that a reduction to five-day delivery is an answer.

"What is needed is for Congress to undo the harm it has done with the prefunding mandate and for the Postal?Service?to develop a balanced plan moving forward," said Fredric Rolando, president of the National Association of Letter Carriers. He said cutting Saturday delivery would in particular hurt rural residents and the elderly who depend more heavily on the mail for prescription drugs and other goods.

The?Postal?Service?last month failed to pay $5.5 billion, its first default ever on a payment. While it will miss a second payment Sunday, it expects to make a $1.4 billion payment due to the Labor Department on Oct. 15 for workers' compensation. Cash levels are expected to hit a low after that labor payment before rising again due to increased volume from holiday and election mail, including ballots for early voting.

The mail agency said the two payment defaults will not affect day-to-day operations. Post offices will stay open, and suppliers and employees will get paid. Longer term, however, Donahoe has cautioned that a "crisis of confidence" over?postal?solvency could damage growth.

The post office also remains vulnerable to shifts in the economy that could suppress mail volume. Both FedEx Corp. and UPS recently have cut their earnings forecasts, citing in part slow global economic growth.

"The key thing is Congress must act during the lame-duck session and get this whole thing behind us," said Donahoe, referring to the few weeks lawmakers will be in session after the election before a new Congress takes office in January. "We can't have a?Postal?Service?where customers are constantly worried about our ability to make payments."

"That's no way to run a business," he said.

Congress will have a full agenda of pressing fiscal issues when it returns in November, and some lawmakers have raised the possibility that?postal?legislation will get pushed over to the next Congress. Rep. Darrell Issa, R-Calif., who chairs the House Oversight and Government Reform Committee and is a sponsor of the House bill, has said he believes some kind of legislation can be passed in the lame-duck session, although it may not be as comprehensive as initially sought.

The Senate passed a?postal?bill in April that would have provided financial relief in part by reducing the annual health payments and providing an $11 billion cash infusion, basically a refund of overpayments thePostal?Service?made to a federal pension fund. The House, however, remains stalled over a separate bill that would allow for aggressive cuts, including an immediate end to Saturday delivery. Rural lawmakers in particular worry about the impact of post office closures in their communities.

The?Postal?Service?originally planned to close low-revenue post offices in rural areas to save money, but after public opposition it now is moving forward with a new plan to keep 13,000 of them open with shorter operating hours. The?Postal?Service?also will begin closing more than 200 mail processing centers next year, but the estimated annual savings of $2.1 billion won't be realized until the full cuts are completed in late 2014.

"Once again, we are watching the days slip away before the U.S.?Postal?Service?faces the second default of its history. Republican leaders in the House of Representatives have now had 11 months to do the right thing and fix the serious, but solvable, financial challenges," said Sen. Tom Carper, D-Del., a co-sponsor of the Senate bill. "Every day Congress delays fixing this problem, the financial challenge grows more difficult and the potential solutions become more expensive."

The?Postal?Service, an independent agency of government, does not receive tax dollars for its day-to-day operations but is subject to congressional control.

Art Sackler, co-coordinator of the Coalition for a 21st Century?Postal?Service, a group representing the private-sector mailing industry, said many businesses are preparing their budgets for next year and have no idea whether to expect disrupted?service?or higher postage costs.

"Congress needs to act quickly on comprehensive?postal?reform," he said. "These defaults, mounting debts and declining revenues aren't just going to hurt the?Postal?Service; they're going to hurt the 8 million Americans whose jobs depend on the mail."

Oil posts 8.5 pct gain for quarter; gas at $3.79

(AP) ? Oil ended the third quarter with a slight gain as investors weighed whether the world economy could pull out of the doldrums.

Benchmark oil rose 34 cents to $92.19 per barrel in morning trading in New York. In London, Brent crude, which reflects what most U.S. refineries have to pay for oil, rose 38 cents to $112.39.

That marks a quiet finish to a quarter in which oil had a dramatic impact on prices at the gas pump and on some sectors of the stock market. Oil gained 8.5 percent during the third quarter, and is up 18.7 percent from the year low hit on June 28. Gasoline prices rose 14 percent to an average of $3.79 per gallon, a record for late September.

Traders will enter the final quarter of the year with many of the same questions that hung over the market for the last three months: Will world oil demand get weaker? Or will stimulus measures from central banks in the U.S., China, Europe and Japan boost economic growth and oil demand? And could tensions between Iran and the West lead to a war that could disrupt supplies?

Economies around the globe are using less oil than expected as they struggle to grow. When economies slow, demand for oil falls because people travel less and ship fewer goods. Meanwhile, supply has been ample thanks to big increases in production from the U.S. and elsewhere.

But two factors have kept oil prices relatively high: Economic stimulus programs from the world's central banks and fears that a military conflict with Iran could disrupt oil supplies.

Enthusiasm for stimulus measures briefly pushed oil over $100 for the only time during the quarter in mid-September. But the reality of the world's economic weakness seemed to settle in and oil fell about $7 per barrel in the past two weeks.

"We expect the focus to return to the deterioration in underlying economic and financial conditions that made the additional stimulus necessary in the first place," said Julian Jessop, chief global economist at Capital Economics in a report Friday.

Conditions in Spain are a reminder that Europe is still in financial crisis. Many think Spain will seek help from the European Central Bank after announcing a round of severe budget cuts on Thursday.

Tensions between Iran and the West over Iran's nuclear program have been heating up for months. Israeli Prime Minister Benjamin Netanyahu suggested this week that Iran could have enough enriched uranium to build a nuclear bomb by next summer. To some analysts, his speech suggested no military action is imminent.

"The announcement likely reduces the near-term threat of war," wrote RW Baird analyst Michael Hall in a research note.

The effect of high oil prices were reflected in the stock market during the quarter. Energy was the best performer of the 10 sectors in the S&P 500 stock index. Chevron Corp. shares hit an all-time high of $118.53 and Exxon Mobil Corp. shares reached $92.57, the highest level since May of 2008. But airline stocks had a rough quarter because jet fuel prices rose. Shares of United Continental Holdings Inc. and Delta Air Lines Inc., the nation's two biggest airlines, fell 20 percent and 16 percent, respectively.

And higher oil prices made trips to the gas station more expensive as the summer progressed. Drivers saw prices rise nearly 50 cents per gallon from early July to late September.

The national average retail price was $3.79 per gallon Friday, according to AAA, OPIS and Wright Express. That's down about a penny for the day, but it's 32 cents higher than this time last year and highest ever for this time of year.

The lowest point for crude oil and retail gasoline prices was at the beginning of the quarter, on July 2, when crude closed at $83.75 per barrel and drivers were paying $3.33 at the pump. Stimulus programs and refinery closures in the U.S. caused by technical problems and Hurricane Isaac pushed prices up from there. On Sept. 14, oil traded over $100 briefly before settling at its high for the quarter of $99 per barrel. Retail gasoline hit its high for the quarter that day too, at $3.87 per gallon.

The quarterly average prices for oil and gasoline were little changed from last year. The price at the pump averaged $3.64 per gallon, just 2 cents higher than last year's third quarter. The average was 7 cents lower than during this year's April to June quarter when gas hit its high for the year of $3.94.

Crude oil averaged $92.09 per gallon, 3 percent higher on average than last year's third quarter.

Natural gas hit its high for the quarter ? and the year ? on Friday. Earlier in the year traders were concerned that a surplus from last year's warm winter and increased domestic production would fill up storage facilities and send prices toward zero. But a blistering hot summer increased demand for gas to generate electricity for cooling and forecasters predict a more normal winter.

Natural gas rose 2.3 cents to $3.32 per thousand cubic feet Friday. For the quarter, natural gas averaged $2.88 per thousand cubic feet, which was 29 percent lower than the average price for last year's third quarter, but 23 percent higher than the April-to-June period this year.

In other energy trading:

? Heating oil rose 1.2 cents to $3.17 per gallon.

? Wholesale gasoline gained 2.3 cents to $2.92 per gallon.

(AP) ? Home prices kept rising in July across the United States, buoyed by greater sales and fewer foreclosures.

National home prices increased 1.2 percent in July, compared to the same month last year, according to the Standard & Poor's/Case Shiller index released Tuesday. That's the second straight year-over-year gain after two years without one.

The report also says prices rose in July from June in all 20 cities tracked by the index. That's the third straight month in which prices rose in every city.

Steady price increases and record-low mortgage rates are helping drive a housing recovery.

In the 12 months ending in July, prices have risen in 16 of 20 cities. In Phoenix, one of the cities hardest hit by the housing bust, prices are up 16.6 percent in that stretch. Prices in Minneapolis and Detroit have risen more than 6 percent.

"We are more optimistic about housing," David Blitzer, chairman of the S&P's index committee. "Stronger housing numbers are a positive factor for other measures, including consumer confidence."

Prices fell from a year earlier in Atlanta, Chicago, New York and Las Vegas.

The S&P/Case-Shiller index covers roughly half of U.S. homes. It measures prices compared with those in January 2000 and creates a three-month moving average. The July figures are the latest available.

Home prices are still 30 percent below their peak in June 2006, according to Case-Shiller. That was the height of the housing boom.

Other measures of home prices are also showing steady gains. CoreLogic, a private real estate data provider, said earlier this month that prices rose in July from a year earlier by the most in six years. And a federal government housing agency has also reported annual increases.

Rising home prices are one of many signs that the housing market is slowly recovering.

Sales of previously occupied homes jumped in August to the highest level since May 2010. Builder confidence is at a six-year high and construction of single-family homes rose last month to the fastest annual rate in more than two years. Even with the gains, home sales and construction remain well below healthy levels.

The broader economy is likely to benefit from rising home prices. When home prices rise, people typically feel wealthier and spend more. And more Americans are likely to put their houses up for sale, which could further energize the market.

Home sales have been bolstered by the lowest mortgage rates on record. The average rate on the 30-year fixed mortgage touched a record low of 3.49 percent last week and has been below 4 percent all year. A limited supply of homes has also helped drive prices higher.

Prices are also rising because of a decline in foreclosures and sales of other deeply discounted homes. Many homes in the foreclosure process will likely come on the market in the coming months, which could drag on prices.

Still, many Americans, particularly first-time homebuyers, are unable to qualify for a mortgage or can't afford larger down payments required by banks. That's holding back sales.

Home sales could get a further boost from the Federal Reserve. The Fed said two weeks ago that it would purchase $40 billion of mortgage-backed securities each month until the economy and hiring improve substantially. That's likely to keep mortgage rates at record-low rates for some time.

Toddler Found Wandering Alone in Bell Reunited with Family

BELL, Calif. (KTLA) -- A toddler who was found wandering the streets alone in Bell early Tuesday morning has been reunited with his family.

The boy's mother, grandmother and uncle rushed to the Bell police station around 6:15 a.m. The mother was sobbing and begging to see her son.

They said the boy's name is Daniel and that he is 2 years old.


The family told KTLA that they had a celebration Monday night to welcome the grandmother from Mexico.

They went to bed late, and they had no idea that Daniel unlocked the door, opened it and went outside all by himself.

A Good Samaritan found the boy around 3 a.m. in the 6700 block of Chanslor Avenue and contacted police.

"I came home from work and I saw a little boy standing here crying," the man, who identified himself only as Miguel, said. "He's been crying for a while."

Daniel was wearing plaid shorts, a sweatshirt and sandals and was visibly upset when officers took him back to the station.

Police went door-to-door in the area, but they could not locate the boy's parents.

Then, this morning, when Daniel's mother went into his room and looked under his covers, she discovered that he was gone.

"I was sleeping and my sister came to my room and she said, 'Hey, my son is in your room?'" the boy's uncle, Moises Rodriguez recalled.

"I said, 'No, he's not here. So she was screaming a lot around the house. She went outside to look for him. All the neighbors were helping," he said.

"Then a girl from another house said, 'Oh, the police came and took the baby.'"

Investigators and social workers were talking with the family to make sure everything checks out.

Detectives said that they expected the reunited family would be allowed to go home shortly.

How to use Passbook on your iPhone

One of the?most useful ? but likely misunderstood ? new features introduced in Apple's iOS 6 software for the iPhone is called Passbook. At first glance, the app might even seem like it doesn't serve a purpose. While it might not exactly be well-explained, it can simplify the process of keeping track of various passes ? such as tickets, coupons, and gift cards ? once you know how it works.

Step 1: Downloading supported apps

In order to do things with Passbook, you need to have apps that work with it installed on your phone. Getting them is easy enough: When you load up the Passbook app for the first time, you'll see a screen describing what it can do, along with a button that, when touched, whisks you away to a special Passbook section of the App Store.

Once there, you'll see a current list of all the Passbook-compatible apps available for download. They include those from United Airlines, American Airlines, Fandango, Target, Walgreens, and more. For the purpose of this article, we've downloaded the latter two.

Step 2: Finding things to add to Passbook

In the case of Walgreens' app (download for iPhone) you can add the chain's rewards card, called Balance Rewards, to your Passbook. This involves scanning your physical card's barcode or entering your info, after which you're able to store a virtual version of the card in Passbook. You also have the option of selecting your nearest store, so that when you're near it your phone will automatically display your card.

Target's app (download for iPhone) gives you to special mobile coupons redeemable at your local store. The latest version of the app lets you add these coupons to Passbook so they can be quickly accessed without having to load the actual Target app.

For other apps, such as Fandango and Major League Baseball (MLB), you can add movie and event tickets to Passbook in a similar fashion, then have them scanned at the theater or sporting venue. Airline passes for United, American Airlines, and Lufthansa will be automatically displayed when you arrive at the airport, and Passbook can even alert you to your gate number and any changes to your flight that might occur.

Step 3: Using Passbook in everyday life

As we mentioned earlier, with location-aware Passbook passes you can have your iPhone alert you when you're near somewhere they can be used. For example, with the Walgreens Balance Rewards card, a notification will appear on the iPhone's lock screen anytime you're near the Walgreens you've designated as your home store. Sliding the notification causes the virtual card to slide onto the screen so that it can be scanned. Pressing the menu button makes it slide back off so you can unlock your phone.

Passes such as the Target mobile coupons aren't location-aware, so you actually need to run the Passbook app and tap on them so they can be scanned. Tickets, boarding passes, and gift cards can be set to automatically alert you when you're near where they can be used. It really just depends on the way the apps that create the passes are designed.

When you're done using a pass, you get to use one of our favorite features ? well, at least the most fun ? of Passbook, the shredder. Tapping the small information icon on a pass will flip it over to reveal settings, such as the ability to turn its location-awareness on and off, or determine whether or not it'll display on your lock screen. If you tap the trash can icon, you'll be asked if you want to delete the pass. Tap yes and an animated shredder will slide up the screen, cutting the pass into strips, removing it from Passbook.

Handy, and sure to get better

Passbook has only been available for a matter of days, but we're already finding it pretty handy. Its usefulness will only improve as more retailers and businesses design their apps to make use of it. Before long, we'll all hopefully have a lot more room in our wallets because of fewer cards and papers we'll need to worry about losing thanks to this handy app.

While national polls remain tight, polls in several of the most closely watched states, including Colorado, suggest that Obama has opened narrow leads. Obama won Colorado by 9 points four years ago, but the state went to a Republican in the previous three presidential elections.

On Friday, Romney released his 2011 tax returns showing income of $13.7 million, largely from investment income. He spent much of his time this weekend raising money in California, which Democratic presidential nominees have carried for nearly a quarter-century.

While Romney was at a Beverly Hills hotel on Saturday, Obama worked to squash GOP hopes for a resurgence in Wisconsin. He assailed Romney's economic approach before an energized gathering of 18,000, Obama's biggest crowd of the campaign.

Obama faulted Romney for advancing a top-down economic approach that "never works."

"The country doesn't succeed when only the folks at the very top are doing well," Obama said. "We succeed when the middle class is doing well."

Romney raised $6 million at the Saturday evening event that attracted celebrities Dennis Miller and Gary Sinise. Before a group of more than 1,000 California Republicans, Romney kept up his criticism of the president for fostering what Romney said was a culture of dependency.

"This is a tough time. These are our brothers and sisters. These are not statistics. These are people," Romney declared. "The president's policies?these big-government, big-tax monolithic policies?are not working."

In a more personal slap at Obama, Romney's campaign on Sunday released a television ad citing a new book by Washington Post editor Bob Woodward that claims that during a 2009 conference call on stimulus negotiations, then-House Speaker Nancy Pelosi, D-Calif., put a verbose Obama on mute. "If he cannot lead his own party, how can he lead America?" the ad says.

Pelosi has denied the incident ever occurred. Obama campaign adviser David Axelrod, responding to the ad, said Romney's efforts to ramp up attacks on Obama were missing the point.

"It's not about them tearing down the president. They simply haven't offered ideas about how they're going to lift up the country," Axelrod said on "This Week." "And until they do that, I think the American people are going to continue to reject him."

Obama also looked to celebrities to help raise cash and keep bankrolling ads already saturating the most contested states.

Baseball great Hank Aaron supplied the star power at Obama's Milwaukee fundraisers.

"As one who wore the number 44 on his back for decades, I ask you to join me in helping the 44th president of the United States hit a grand slam," said the 78-year-old Aaron.

But Obama's schedule has focused more on voters than donors in recent weeks. The president's campaign says Obama attended seven fundraisers and 14 public events since the day after the Democratic National Convention two weeks ago.

Over the last week alone, Romney has attended five public events, including three rallies, and more than a dozen fundraisers.

Romney adviser Kevin Madden defended the fundraising focus, while highlighting a shift toward swing states in the coming days

"We're here raising the resources we're going to need to compete in all those battleground states through Election Day," Madden said. "That's also been matched with a really intense battle ground state schedule that's going to be coming up starting Sunday night. We're keeping very busy."

But conservative worry remains.

"The Romney campaign has to get turned around. This week I called it incompetent, but only because I was being polite. I really meant 'rolling calamity,'" columnist Peggy Noonan, a former speechwriter for President Ronald Reagan, wrote late last week in The Wall Street Journal.

In Beverly Hills, Romney's California finance committee chairman Thomas Tellefsen tried to reassure supporters. "I wanted to share some thoughts with you tonight. They can provide you some comfort. Polls are not elections. The voters have not yet spoken," Tellefsen said.

CHENGDU, China (AP) ? China has nearly mopped up a murder scandal that has roiled the country for months, but the last step ? dealing with a fallen political star who was once among the Communist Party's most popular figures ? will be the most delicate of all.

Bo Xilai's former right-hand man and police chief, Wang Lijun, was sentenced Monday to 15 years in prison for making a thwarted defection bid, and for helping Bo's wife cover up the murder of a British businessman. Bo's wife and other figures in the scandal were sentenced previously, and Beijing is keen to settle the fate of Bo himself before a once-a-decade change in leadership expected next month.

Ever since Wang's thwarted defection bid at a U.S. consulate in February made the scandal public, the question of what to do about Bo, then a powerful party boss in Chongqing city, has bedeviled Chinese leaders. It strained relations among Communist Party power brokers just as they were cutting deals to transfer of power to younger leaders; deciding whether to prosecute him or merely purge him from the party became part of the bargaining.

Wang's trial and verdict bode ill for Bo. The official account of the trial implied that Bo ignored his wife's involvement in the murder after Wang told him about it. Though it referred to Bo by his position rather than his name, the account marked the first time in weeks of trials that Bo was mentioned in any way.

In sentencing Wang, the court emphasized his help in the murder investigation against Bo's wife, who was convicted last month, and in exposing the crimes of unspecified others.

"He apparently got credit for turning against" Bo and his wife, said Dali Yang, director of the University of Chicago Center in Beijing. "The revelation against Bo Xilai provides ground for the central leadership to dismiss Bo formally and, if they choose to do so, presumably to bring criminal charges."

Debating Bo's fate is one of the issues that has delayed announcement of a National Party Congress, a pivotal event in installing the new generation of leaders. With verdicts in for Wang and Bo's wife out of the way, leaders are next expected to announce dates for the congress and for a preparatory meeting to deal with Bo.

"The lack of a date for the congress appears to be evidence still of divisions over Bo and the final leadership lineup, as well as questions of political reform and other sensitive issues," said Jean-Pierre Cabestan, head of the department of government and international studies at Hong Kong Baptist University.

Bo's case is extremely sensitive because of his political pedigree and his popularity. The son of one of the communist state's founding fathers, Bo has deep connections across the party, government and military. He was one of 25 Politburo members and became popular nationwide through high-profile policies in Chongqing, including a crackdown on organized crime run with police chief Wang.

Bo seemed destined for the uppermost rung in the leadership before the scandal sidelined him in April. But his overt maneuvering for a top political job, the excesses of his and Wang's anti-mafia crusade and a publicity campaign to promote communist culture angered other leaders.

Given the leadership's ultimate control of the courts, the trials of Wang and Gu Kailai, Bo's wife, were likely part of pre-packaged arrangements that include a resolution of Bo's fate. Both Wang and Gu, who was given an effective life sentence, confessed to the crimes they were charged with, and both declined to appeal.

Bo was not called as a witness ? or even mentioned by name ? in the official accounts of either Gu's or Wang's trial, a sign of how the party is seeking to guide the process and minimize the impact, National University of Singapore China expert Bo Zhiyue.

"You could see this as an attempt at damage control," said Bo, who is not related to the disgraced Chinese leader.

The scandal has been the messiest, most public one Communist Party leaders have had to confront in decades, leading to Bo's removal from the leadership, his wife's confession to the murder, and sharpening divisions among the leaders.

Wang's trial and conviction mark the spectacular downfall of a publicity-grabbing police official who rose to nationwide fame by leading Chongqing's high-profile but law-bending crusade against organized crime.

According to the official account of his trial, Wang had grown close to Gu and covered up the murder of Briton Neil Heywood last November. After becoming estranged from Gu, and later Bo, Wang fled to the U.S. Consulate in Chengdu, fearing for his life.

The account said Wang secretly recorded Gu's confession to poisoning Heywood, a business associate whom she said had threatened her son's safety in a dispute over money.

The account portrays Wang as unbound by the law, ordering the surveillance of people without authorization and taking bribes from businessmen connected to Bo in exchange for releasing suspects from detention.

It said that after his falling out with Gu and Bo, Wang ordered subordinates to gather up the evidence and in February fled to the U.S. Consulate, where he sought political asylum, though he later surrendered to Chinese authorities. Gu was convicted of the murder last month and given a suspended death sentence.
